What each system says
An inventory, not an approval list. Where the public catalog, the checkout catalog and the database disagree, the disagreement is shown rather than resolved.

Upload, review, place
A video reaches students only when every release condition currently passes. The database refuses the placement otherwise, so this page cannot talk it into one.
Approval, training access and payment mode
Recorded per site, state, discipline and offering, so approving one never activates another. Recording an approval does not start charging: payment mode is a separate decision, and only the owner can set it to live. An offering with no currently effective approval describes itself as training and may not claim credit.
